Notice of Annual Public Forum – QUEST Integration Section 1115 Demonstration Project

The Centers for Medicare & Medicaid Services approved the State of Hawai‘i’s “QUEST Integration” (Project Number 11-W-00001/9) Demonstration under Section 1115(a) of the Social Security Act on January 8, 2025.

The five-year demonstration project, which is administered by the Department of Human Services (DHS), Med-QUEST Division (MQD), authorizes Hawaii to continue providing Medicaid benefits through its managed care delivery system, continue providing Home and Community-Based Services to certain populations, expanding access to and benefits of Community Integration Services for beneficiaries who meet specified needs-based criteria and includes new initiatives related to promoting services addressing health-related social needs (HRSN), designated state health programs (DSHP), contingency management (CM), additional flexibilities in how home and community based services (HCBS) are delivered, and non-medical transportation (NMT).  In addition, this demonstration will provide expenditure authority for limited coverage for certain services furnished to certain incarcerated individuals for up to 90 days immediately prior to the individual’s expected date of release.  This demonstration will also introduce new initiatives and investments to assist the state in improving health coverage, access, and consistent provision of high-quality services for Medicaid beneficiaries.  This demonstration project is approved through December 31, 2029.  The demonstration project can be found on the Med-QUEST Website:

Under the provisions of federal law, the State must hold a public forum to solicit comments on the progress of the demonstration project.  The annual public forum will be held during the Med-QUEST Medicaid Advisory Council (MAC) meeting.  The public will have an opportunity to provide meaningful comments on the progress of the demonstration project as described in this notification.
