Dental RFI Update

The State of Hawaii, through its Medicaid agency, the Department of Human Services (DHS), Med-QUEST Division (MQD), invited the public and stakeholders to share their input in drafting a Request for Proposals to provide Third Party Administrator (TPA) and dental claims processing services for the eligible beneficiaries covered by the Hawaii Medicaid Program.  The information received through this RFI will assist MQD in preparing the RFP.

Med-QUEST issued a Request for Information (RFI) on December 21, 2020 and received three submissions by the January 8, 2021 deadline. QUEST Integration RFI Update

Med-QUEST invited the community to share their input on how to improve care for Medicaid beneficiaries through a Request for Information (RFI) from July 21 to Aug. 14. The feedback is being used by Med-QUEST to prepare Request for Proposals (RFP), scheduled for release later this month. The participation was overwhelmingly positive. Nearly 40 organizations, associations, and community leaders submitted responses. CCS RFI Update
Integrating behavioral health services into the full spectrum of health care has been a critical component of Med-QUEST’s vision to transform healthcare for Hawaii’s Medicaid beneficiaries. In addition to the basic behavioral health services provided by QUEST Integration health plans, Med-QUEST offers Community Care Services (CCS).

CSS is a separate program that provides intensive behavioral health services for adults diagnosed with a qualifying serious mental illness. Under this program, all behavioral health services are covered and provided by CCS for eligible Medicaid beneficiaries.

Med-QUEST issued a Request for Information (RFI) on July 14 and received the four submissions by the Aug. 14 deadline. Please click on the ‘Original Submitted RFI Responses’ to see each response exactly as it was submitted.

Original Submitted RFI Responses

Honolulu, HI - A request for proposals for Community Care Services Program (CCS) that Provides Behavioral Health Services To Medicaid Eligible Adults Who Have A  Serious Mental Illness (SMI) Or Serious And Persistent Mental Illness (SPMI) was issued on November 6, 2020.  The State of Hawaii, Department of Human Services, Med-QUEST Division received one proposal from Ohana Health Plan.  

After diligent proposal evaluation, on February 10, 2021, Ohana Health Plan was awarded a contract to provide CCS services to the Sate of Hawaii legible Medicaid beneficiaries.  The new contract is scheduled to go into effect on July 1, 2021.

Tentatively to issue February 2021 with proposal due date in March 2021. Target award April 2021 and implement as of July 1, 2021.
