HOKU Provider Enrollment System

 

The Department of Human Services/Med-QUEST Division has launched a new web-based system, HOKU.  It is an alternative to the previous paper application provider enrollment process.

*Group Billers
HOKU requires Group Billers (Provider Type - 01) to obtain a Type 2-Organization NPI when enrolling as a new provider or registering as an existing provider.  The Taxonomy code will be 193200000X MULTI-SPECIALTY GROUP. On August 3, 2020, the Med-QUEST Division launched a new web-based provider enrollment system called HOKU.  HOKU stands for Hawaii's Online Kahu Utility. HOKU, in Hawaiian, means guiding star. Kahu, in Hawaiian, means caretaker or pastor or one who looks after their flock. Our providers are our caretakers, who look after us and take care of us, so what an appropriate name for our provider system!  With the new system, providers can enroll, update, and make changes to their information quickly and easily online. This will reduce paper processing and will save time for both providers and State of Hawaii staff.

HOKU – “Hawaii’s Online Kahu Utility,” is our provider enrollment project and is the first module in our multi-year project rollout to replace the current Medicaid Management Information System (MMIS).

All providers are required to enroll. Details about specific provider type enrollment is in the 'Resources' tab, click on the 'HOKU Provider Enrollment Types' link.

Due to the COVID-19 Public Health Emergency the requirement for payments was temporarily waived. As MedQUEST returns to normal operations the payments requirement will be reinstated in 2023. Please check back frequently for updates on the resumption of payments.

Yes. HOKU functions properly using standard Windows browsers including Microsoft Edge, (version 88 or higher),  Google Chrome (version 81.0.4044 or higher) as well as Firefox (version 68.4 or higher).  Microsoft Internet Explorer is no longer supported and not recommended. For all browsers please ensure that your cookies and JavaScript are enabled and if possible, clear your cache prior to starting the enrollment process. Presently, accessing HOKU is not supported on either the MacOS or iOS. While it is possible to access HOKU from an iPad or iPhone, doing so can prove difficult and we do not recommend it at this time. 

HOKU is designed to give providers access to, and increased control over, their enrollment information with MQD.

During the COVID-19 Public Health Emergency (PHE), Fee Payments have temporarily been waived.  When the PHE is over, Med-QUEST will send out correspondence advising providers to mail in their Fee Payment.

Normally, the application fee is required for non-institutional providers upon initial enrollment or re-validation with MQD. In 2017 MQD initiated the re-validation process for ALL participating Medicaid providers. Re-validation is required every five years for all providers. Outside of initial enrollment or re-validation, the application fee is not required.

Also, you may need to pay the application fee if you are re-validating as you register on to HOKU. The HOKU project is unrelated to provider re-validation efforts.

Yes. However, HOKU gives providers better access to, and increased control over, their enrollment information with MQD. By not registering for HOKU and continuing to use paper applications, providers will not have the benefit of better access and control over their enrollment information.

For providers who so choose, the paper application process will remain available. Paper applications must be made as before using form DHS 1139 Rev 07/20 Interm, which can be found here. After fully completing the application you can submit it by mail or by emailing it to us.

DHS Med-QUEST takes online security very seriously. Our HOKU website runs on Hypertext Transfer Protocol Secure (HTTPS). This means that all the information sent from your web browser to the HOKU website is encrypted via Transport Layer Security (TLS). 

In addition, the payment card software that DHS Med-QUEST uses is Payment Card Industry (PCI) compliant. PCI compliance is important because it means that the HOKU payment system meets the worldwide information security PCI Data Security Standard (DSS). 

Although in-person training is not offered at this time, online training classes may be requested by medium-to-large organizations. In addition, instructional slides and videos are available on the 'Training' tab.
